Design Stages

 

Pre-design study and collection of initial permit documentation

The beginning of the design is the collection of initial data, engineering surveys and technical conditions for connection to utility networks.

 

Source Data:

- Conclusion of lease agreement, or purchase and sale of land plot of ZU;

- Preparation of materials of the geo-base of the storage facility and coordination with the balance holders of utility networks;

- GROM Acquisition

- Preparation of the engineering specification;

- Preparation of primary documents and receipt of preliminary technical conditions for design;

Engineering investigations

Passing of project documentation examination

  • Design documentation of capital construction facilities and results of engineering surveys performed for the preparation of such design documentation shall be subject to examination, except for cases provided for in Parts 2, 3 and 3.1 of Article 49 of the Town Planning Code of the Russian Federation.
  • Examination of design documentation and (or) examination of engineering survey results is carried out in the form of state examination or non-state examination.
  • The Developer or the Technical Customer shall, at  choice, submit the design documentation and results of engineering surveys for state examination or non-state examination, except if, in accordance with Article 49 of the Town Planning Code of the Russian Federation, in relation to the design documentation of capital construction facilities and the results of engineering surveys performed for the preparation of such design documentation, a state examination is provided.

 

Development of Working Documentation

  • Working documentation -continuation of design documentation. Set required for fabrication, installation and construction of the design site.
  • The working documentation, or Stage P, should be considered as one of the stages of two-stage design. It is devoted to clarifying and detailing the decisions that were approved at the Project stage.
  • For each of the sections, a more in-depth inspection and revision of design solutions is carried out, and then the production of working drawings, local estimates, specifications of the used equipment and materials is issued.
  • The development of detailed documentation involves a detailed study of all the envisaged units and other applications that contractors require as part of their construction and installation work.
  • RD will be required by the representatives of the supervisory construction service and the Owner's construction control to verify the correctness and acceptance of the completed scope of work.

Performance of functions of the Technical Customer

Approval of detailed documentation during implementation of technical customer function

  • Preparation of documents and information normally required to be prepared by Owner and required for development of detailed design documentation.
  • Control over quality and completeness of development by designers (or contractors), detailed design documentation.
  • Provision of advice to the project organization during the development of Stroygenlan.
  • Coordination of Stroygenplan with administrative bodies and supervisory organizations. Submission and approval, together with the project organization, of the approved part of the detailed documentation in the appropriate instances.
  • Monitoring of the adjustment of the project documentation in accordance with the comments of the supervisory bodies, re-submission and approval of the corrected documents.
  • Obtaining permission to start construction of the Facility.
  • Obtaining other approvals and permits which are the responsibility of the Customer and which are required for construction and installation works on site during the construction of the facility and its change acceptance into operation.

Performance of technical supervision functions for construction works (including control of scope, quality, cost and terms of their execution) in accordance with the requirements of the Russian Building Codes and Regulations (SNiP), design documentation and the terms of the Construction Contract with full responsibility to the state architectural and construction supervision bodies in accordance with Russian legislation, including:

control of compliance of construction and installation works, used structures, products, materials and supplied equipment with design solutions, SNiP requirements, state standards, technical specifications and other regulatory documents.

receipt and verification of documents certifying the quality of structures, products and materials used in construction (including technical passports, certificates, laboratory test reports, etc.).

maintenance of entries in the Work Log; control over record keeping by other parties involved in the construction of the Facility.

Change acceptance of the object in the performance of the function of the technical customer
